MiamiHerald.com - SAN JOSE, Calif. - Sharks tie series with 2-1 win over Kings - Florida Panthers - MiamiHerald.com

Joe Thornton set the tone for the San Jose Sharks with a dominant first period. After that, the Sharks did their best to hang on and tie up their playoff series against the Los Angeles Kings.

Thornton set up Brent Burns' first-period goal and Logan Couture added a power-play goal early in the second to give the Sharks just enough offense to beat the Kings 2-1 Tuesday night to knot their series at two games.

"He's our leader for a reason," Burns said of Thornton. "Everybody keeps saying it. He's one of the hardest workers we have in here. It's awesome to play with him when he's playing like that. It's a lot of fun."

The Sharks outshot the Kings 15-3 in the opening period before falling into a shell the second half of the game, managing just four shots in the final 36:05 after taking a 2-0 lead.

Antti Niemi made 13 of his 22 saves in the third period to help the Sharks match Los Angeles' two home wins to open the series with two of their own.

"In the third it's typical, unfortunately the way it goes, usually teams are a little bit on their heels and the other team is pressuring, and you're just trying to find a way," defenseman Dan Boyle said.

"Obviously that's not the way we want to play, but that's the way it happens. A win's a win. That's what I've been talking about. We're in a good place right now, and it's only going to get harder."

Mike Richards scored a power-play goal and Jonathan Quick made 21 saves for the Kings, who have lost 10 of 11 road games dating to the end of the regular season.

Game 5 is Thursday night in Los Angeles when the Sharks will look to end a streak of four straight wins by the home team in this series.

"We knew going into this series we'd have to win one game at Staples Center if we want to win this series," Couture said. "We've done our job at home. We need to go into L.A. and win a game on Thursday. We're looking forward to it."

After falling behind 2-0, the Kings showed some fight in a dominant third period. They got on the scoreboard on a power play when Burns was sent off for boarding Anze Kopitar.

Los Angeles wore down San Jose's penalty killers in the offensive zone and scored when Richards knocked in a rebound of Jeff Carter's shot.

"I think we battled back and made it close but you don't get much for making it close," Kings coach Darryl Sutter said.

The Kings outshot the Sharks 14-2 in the third period, holding San Jose without a shot for nearly 13 minutes but couldn't get the equalizer against Niemi.

Couture gave the Sharks a 2-0 lead early in the second period, deflecting a point shot by Boyle past Quick while Colin Fraser was in the penalty box for roughing Andrew Desjardins in the offensive zone.

The Kings started to generate the better scoring chances after that, getting denied a goal midway through the period on an early whistle by an official. Los Angeles was unable to generate a shot on goal during two power plays later in the period with Jake Muzzin, shooting high with an empty net to cost the Kings a golden opportunity at a goal.

"For us, it's about how they dominated the first half of the game and then we dominated the second half of the game," defenseman Rob Scuderi said. "But they buried their chances. They play well here and we didn't learn from Game 3, so that's on us for not learning from our own mistakes."

The Sharks opened the game with one of their most dominating periods of the year to the delight of the boisterous crowd chanting "Beat L.A.! Beat L.A.!" from the start.

But San Jose had only one goal to show for that start thanks to solid play from Quick and a shot by Tommy Wingels that rang off the crossbar.

Led by the physically imposing line of Thornton, Burns and TJ Galiardi, the Sharks spent almost the entire first period in the Los Angeles zone.

San Jose jumped on top early when Thornton stole the puck from Slava Voynov on the forecheck and fed Burns, who shot was blocked. Thornton came up with the loose puck and slid a perfect cross-ice pass to Burns, who was not denied on his second chance, beating Quick with a one-timer.

"Burns has been shooting the puck real well so it was just a matter of time until he put one in the net," Thornton said. "After the first shot, the puck just came right back to me. He was open again and I just made the pass."

The Kings had to feel fortunate that was all San Jose managed for the period as they killed off two penalties and withstood constant pressure from the Sharks.

NOTES: F Kyle Clifford returned for Los Angeles after missing four games with an upper-body injury in place of rookie Tanner Pearson. ... Kings D Matt Greene, who played only five regular season games because of back problems, was in the lineup for the first time this postseason in place of Keaton Ellerby. ... F Tim Kennedy returned to the Sharks lineup in place of Marty Havlat, who left Game 3 after the first period with a lower-body injury.

Asthma symptoms impair sleep quality and school performance in children

May 21, 2013 ? The negative effects of poorly controlled asthma symptoms on sleep quality and academic performance in urban schoolchildren has been confirmed in a new study.

"While it has been recognized that missed sleep and school absences are important indicators of asthma morbidity in children, our study is the first to explore the associations between asthma, sleep quality, and academic performance in real time, prospectively, using both objective and subjective measures," said principal investigator Daphne Koinis-Mitchell, PhD, Associate Professor of Psychiatry & Human Behavior (Research) and Associate Professor of Pediatrics (Research) at Brown University's Alpert Medical School in Providence, Rhode Island. "In our sample of urban schoolchildren (aged 7 to 9), we found that compromised lung function corresponded with both poor sleep efficiency and impaired academic performance."

The results of the study will be presented at the American Thoracic Society's 2013 International Conference.

The study included data on 170 parent-child dyads from urban and African-American, Latino, and non-Latino white backgrounds who reside in Greater Providence, RI. These data are part of a larger 5-year study of asthma and allergic rhinitis symptoms, sleep quality and academic performance (which will include 450 urban children with persistent asthma and healthy controls) funded by The Eunice Kennedy Shriver National Institute of Child Health and Human Development. Project NAPS (Nocturnal Asthma and Performance in School) is administered through Rhode Island Hospital at The Bradley Hasbro Research Center.

Asthma symptoms were assessed over three 30-day monitoring periods across the school year by spirometry, which measures the amount and speed of exhaled air, and with diaries maintained by children and their caregivers. Sleep quality was assessed with actigraphy, which measures motor activity that can be used to estimate sleep parameters. Asthma control was assessed with the Asthma Control Test (ACT), a brief questionnaire used to measure asthma control in children. Academic functioning was assessed by teacher report during the same monitoring periods.

Compared with children with well-controlled asthma, those with poorly controlled asthma had lower quality school work and were more careless with their school work, according to teacher reports. Higher self-reported and objectively measured asthma symptom levels were associated with lower quality school work. Poorer sleep quality was also associated with careless school work. Increased sleep onset latency (the amount of time children take to fall asleep) was associated with more difficulty in remaining awake in class.

"Our findings demonstrate the detrimental effects that poorly controlled asthma may have on two crucial behaviors that can enhance overall health and development for elementary school children; sleep and school performance," said Dr. Koinis-Mitchell. "Urban and ethnic minority children are at an increased risk for high levels of asthma morbidity and frequent health care utilization due to asthma. Given the high level of asthma burden in these groups, and the effects that urban poverty can have on the home environments and the neighborhoods of urban families, it is important to identify modifiable targets for intervention."

"Family-level interventions aimed at asthma control and improving sleep quality may help to improve academic performance in this vulnerable population," Dr. Konis-Mitchell continued. "In addition, school-level interventions can involve identifying children with asthma who miss school often, appear sleepy and inattentive during class, or who have difficulty with school work. Working collaboratively with the school system as well as the child and family may ultimately enhance the child's asthma control."

Best Buy reports 1Q loss on restructuring costs

Inc. reports quarterly financial results before the market opens on Tuesday, May 21, 2013. (AP Photo/Damian Dovarganes)

(AP) ? Best Buy Co. on Tuesday reported a loss for its fiscal first quarter as it sold its stake in Best Buy Europe and works on a turnaround plan that includes cutting costs and closing some stores.

Its adjusted earnings beat Wall Street expectations, as cost cuts helped offset tough pricing competition during the quarter. But shares fell 5 percent in midday trading.

The company has been working on a turnaround plan as it faces increased competition from online retailers and discount stores. The plan includes closing stores, cutting costs and investing in training for its employees. In April it also said it would sell its 50 percent stake in its European joint venture to streamline its business and strengthen its balance sheet.

CEO Hubert Joly said the company is working on improving its e-commerce offerings, replacing its search platform with better technology, redesigning parts of its Web site and making other Web site upgrades. The changes are needed because 80 percent of all customers who are planning to buy gadgets worth $100 or more are researching the product online before going into a store, Joly said.

"That means 'showrooming' is not starting in our retail store, it is starting online and we are not showing up on the first page a fair share of the time," Joly said.

Brian Sozzi, CEO and chief equities strategist at Belus Capital Advisers, said the report shows that Best Buy's restructuring is beginning to pay off.

"Best Buy is starting to run a tighter ship in which demand is properly aligned with inventory," he said. Key is its "operational overhaul that is both removing oodles of wasteful processes and repositioning the company for relevance in a competitive industry."

The electronics retailer says net loss for the three months ended May 4 after paying preferred dividends totaled $81 million, or 24 cents per share. That compares with net income of $158 million, or 46 cents per share, last year.

Excluding restructuring costs and costs related to selling its stake in Best Buy Europe, it earned 36 cents per share. That beat the 24 cents per share that analysts expected, according to FactSet.

Revenue fell nearly 10 percent to $9.38 billion, excluding European revenue. Including revenue from its European joint venture that it is selling, revenue totaled $10.8 billion, the company said. That is ahead of analyst expectations of $10.67 billion. Revenue in stores open at least one year fell 1.1 percent. The measure is a key gauge of a retailer's expectations because it excludes stores that open or close during the year.

CEO Hubert Joly said results were hurt by the shift of Super Bowl, which typically drives TV sales, into the prior quarter, and the decision to reduce sales in some non-core businesses.

CFO Sharon McCollam said the company expects the price competitiveness that hurt per share results in the first quarter will continue into the second. She added that adding Samsung store-within-stores and restructuring retail floor space at some stores are expected to hurt some stores as well.

The investments in its turnaround plan, however are expected to be "substantially offset" by the company's cost cutting initiatives.

Best Buy shares fell $1.26, or 4.7 percent, to $25.55 in afternoon trading. The stock has traded between $11.20 and $27.37 over the past 52 weeks.

Newspaper Companies Invest Another $9M In Local Deal Startup Wanderful Media

wanderful-logoWanderful Media has raised another $9 million from the long list of media companies that were already backing the startup and its local deal service Find&Save. The announcement comes after the relaunch of Find&Save last month. The service allows readers to browse deals aggregated from newspaper circulars, retailers, and other data sources. That was the first big redesign since Wanderful acquired Travidia (the print-to-digital conversion company that started Find&Save), and at the time, CEO Ben T. Smith IV told me that it was Wanderful's first opportunity to put its own stamp on the product. That involved adding more personalization and social features, such as the ability to create shopping lists and to follow retailers and other users.

Discovery of a novel medicine for the treatment of chronic wounds

May 20, 2013 ? Every 20 seconds, a limb is lost as a consequence of diabetic foot ulcer that does not heal. To date, medical solutions that can change this situation are very limited. In his doctoral thesis Yue Shen from the Industrial Doctoral School and the Department of Medical Biochemistry and Biophysics at Ume? University presented a novel medicine for chronic wound treatment that may completely change the lives of millions of patients.

Diabetic wounds are the most severe type of chronic wounds that largely impair the quality of life in patients and inflict an enormous burden on the healthcare system. World-wide, there are more than 350 million diabetic patients and about 20% of them develop diabetic foot ulcers that often do not heal, which eventually lead to amputation. Chronic eardrum perforations are another type of chronic wounds. Today the only existing treatment of chronic eardrum perforations is through surgery.

In his thesis, Yue Shen demonstrates that plasminogen, a well-know plasma protein, acts as a key regulatory molecule of inflammation that can be used to treat different types of chronic wounds including diabetic wounds and chronic eardrum perforations. Yue Shen demonstrates that the level of plasminogen dramatically increases in and around wounds, which leads to an enhanced inflammation that is required for healing. In diabetic wounds that do not heal, the level of plasminogen does not increase and the inflammatory response is suppressed. When plasminogen is injected around diabetic wounds, the healing process starts and the wounds eventually heal fully. In chronic eardrum perforations, local injection and topical application of plasminogen also stimulates the healing and leads to complete healing.

Based on these studies, a controlled clinical study using human plasminogen to treat chronic wounds in humans is now planned. The ultimate goal is to develop plasminogen to a medicine for the treatment of various chronic wounds.

The findings in Yue Shen's thesis not only reshape our molecular understanding of the role of plasminogen during wound healing process, but also bring the hope to millions of desperate patients who suffered from chronic wounds.

(AP) ? Authorities on Tuesday released nearly 600 photos that investigators took in the aftermath of the Tucson shooting rampage that killed six people and wounded former U.S. Rep. Gabrielle Giffords and 12 others.

The photos showed the handgun, high-capacity pistol magazines and knife that Jared Lee Loughner carried with him as he carried out the January 2011 attack.

The images also include Loughner's receipt for the motel where he stayed the night before the shooting, a credit card record showing ear plugs he bought and dozens of vehicles that were in the parking lot of the shopping center where the shooting unfolded.

The release of photos didn't include any gruesome crime scene images of victims that are being shielded from the public out of respect to those who were injured and killed in the attack.

The images were released nearly two months after the sheriff's department made public roughly 2,700 pages of investigative reports examining the shooting, marking the public's first view into documents that authorities had kept private since the attack.

The records provided more detail about the deteriorating psychological condition of Loughner in the hours leading up to the attack and the first glimpse into Loughner's family.

News organizations seeking police records and photos from the shooting were denied access in the months after the attack and after the arrest of Loughner, who was sentenced in November to seven consecutive life sentences, plus 140 years, after he pleaded guilty to 19 federal charges.

In late February, U.S. District Judge Larry Burns cleared the way for the release of the photos and records after Star Publishing Company, which publishes the Arizona Daily Star in Tucson, joined by Phoenix Newspapers Inc., which publishes The Arizona Republic, and KPNX-TV, sought their release. The judge said Loughner's right to a fair trial was no longer on the line now that his criminal case has resolved.

Arizona's chief federal judge and a 9-year-old girl were among those killed in the rampage. Giffords, who was left partially blind with a paralyzed right arm and brain injury, resigned from Congress last year and has since started, along with her husband, a gun control advocacy group.

Loughner's guilty plea enabled him to avoid the death penalty. He is serving his sentence at a federal prison medical facility in Springfield, Mo., where he was diagnosed with schizophrenia and forcibly given psychotropic drug treatments to make him fit for trial.

Toronto mayor urged to step down if crack allegations true

By Julie Gordon

TORONTO (Reuters) - The mayor of Canada's largest city, facing allegations that he smoked crack cocaine, and made racial and homophobic slurs on video, must either refute the accusations or step down, fellow city politicians say.

"If the allegations are false, then the mayor is owed some apologies," said Councilor Josh Matlow, who has clashed with Ford on transit issues, but who usually takes a centrist line in a polarized city council.

"If the allegations are proven true beyond a reasonable doubt, then the mayor should resign."

An editor from U.S. media outlet Gawker and two reporters from the Toronto Star said separately they saw a cell phone video that appeared to show Mayor Rob Ford smoking crack cocaine.

Ford, who is no stranger to controversy, was elected mayor of Toronto more than two years ago after serving as a Councilor for 10 years. He called the allegations "ridiculous" on Friday and suggested they were part of a broader campaign against him by the left-leaning Toronto Star newspaper.

Dennis Morris, Ford's lawyer, told Reuters on Monday that it was still too early to consider legal action over the allegations and that if there is a video, it needs to be made public so that Canadians can judge the content for themselves.

"We're all waiting to see whether there's anything within this video and whether or not it's been doctored, edited, altered, that type of thing," he said.

Reuters was unable to independently verify the existence of the video or its contents.

Ford's brother, Doug, his closest ally on City Council, broke a brief and uncharacteristic silence on Saturday, telling local radio station Newstalk 1010, "I have never seen my brother involved with anything like coke."

The brothers canceled their regular Sunday appearance on a radio show at the same station.

The controversy made headlines across Canada and around the world, although some focused as much on Ford's crude remarks as the allegations of crack use.

"The allegations that have been leveled at Mayor Ford are not just serious, but they are also criminal," Councilor Kristyn Wong-Tam told CBC News. "I would encourage the mayor to resign and to seek help as soon as possible should this be true."

The Toronto Star reporters who watched the video said Ford calls Liberal leader Justin Trudeau a "fag" and derisively refers to players on the high school football team he coaches as "minorities".

"If the mayor the of world's most diverse city is proven to have uttered racial and homophobic slurs, then he's not fit for the office," Councilor Matlow told Reuters.

Toronto City Council contains both left-leaning councilors, mostly from the city's core, and right-leaning candidates like Ford, who are mostly from suburban areas like Etobicoke.

The two groups tend to take different approaches on issues from transit to unionized labor, with often comical policy flip flops. In one example, City Council imposed a 5-cent fee on plastic grocery bags, then ignored Ford's plea to remove the fee and voted to ban the bags completely.

They then reversed that decision, leaving the issue exactly where it was before the whole debate started.

Elected on a platform to stop the gravy train at City Hall, Ford has courted controversy on many occasions; the Toronto Star on Friday published a list of 42 "extraordinary moments" in his political career.

The list includes accusations that Ford skipped City Council meetings to coach high-school football and engaged in a confrontation outside his home with a reporter.

He was briefly ordered out of office in 2012 after he was found guilty of conflict of interest, but won an appeal and was allowed to finish his four-year term as mayor.

In 2008, assault charges brought against Ford by his wife Renata were withdrawn by the Crown because of inconsistencies in Renata's story. The couple later reconciled.

The rumblings of scandal have eroded Ford's popularity, although polls conducted before the reports of the video still enjoyed support from some 50 percent of the population, most of them from in Toronto's suburbs.

Both Gawker and the Star say the video is being shopped around by people with connections to the drug trade.

In an effort to buy the video and post it online, Gawker launched a "Crackstarter" campaign last week to raise $200,000. It has so far raised more than $76,000.

Fossil brain teaser: New study reveals patterns of dinosaur brain development

May 20, 2013 ? A new study conducted at the University of Bristol and published online today in the Journal of Evolutionary Biology sheds light on how the brain and inner ear developed in dinosaurs.

Stephan Lautenschlager from Bristol's School of Earth Sciences, together with Tom H?bner from the Nieders?chsische Landesmuseum in Hannover, Germany, picked the brains of 150 million year old dinosaurs.

The two palaeontologists studied different fossils of the Jurassic dinosaur Dysalotosaurus lettowvorbecki: a very young (juvenile) individual of approximately three years of age and a fully grown specimen of more than 12 years of age.

Stephan Lautenschlager, lead author of the paper, said: "The two different growth stages of Dysalotosaurus provided a unique opportunity to study their brain, and how it developed during the growth of the animal."

Using high-resolution CT scanning and 3D computer imaging, it was possible to reconstruct and visualise the brain and inner ear of Dysalotosaurus lettowvorbecki -- a small, plant-eating dinosaur, which lived 150 million years ago, in what is now Tanzania.

Co-author Tom H?bner said: "Well-preserved fossil material, which can be used to reconstruct the brain anatomy is usually rare. Thus, we were fortunate to have different growth stages available for our study."

By looking at the brain and inner ear anatomy, the two researchers found that the brain of Dysalotosaurus underwent considerable changes during growth -- most likely as a response to environmental and metabolic requirements. However, important parts responsible for the sense of hearing and cognitive processes were already well developed in the young individual.

Stephan Lautenschlager said: "Our study shows that the brain was already well-developed in the young dinosaurs and adapted perfectly to interact with their environment and other individuals."

This study has important ramifications for the understanding of how parts of the brain developed in dinosaurs. However, further research into that field is necessary to investigate if the pattern of brain development in individual dinosaurs is also reflected in a large scale trend during the more than 150 million years of dinosaur evolution.

The study was funded by a research fellowship to Stephan Lautenschlager from the German Volkswagen Foundation.

Insight: Despite curbs, China's vast hot money triangle flourishes

By James Pomfret and Matthew Miller

ZHUHAI, China/HONG KONG (Reuters) - In an underground mall just a stone's throw from China's teeming border with Macau, a row of 30 small shops with identical golden plaques does a brisk, though shadowy trade with mainland Chinese visitors, many of them bound for the gambling hub.

"Good rates. Better than the banks," shout salespeople jostling to usher clients into shops where thick wads of Chinese 100 yuan ($16.31) and HK$1,000 ($130) bank notes change hands and shuffle noisily through electronic cash-counting machines. Licensed as liquor and dry goods stores with stacked shelves of rice wine and cigarettes, many conduct their real business in back rooms - as underground bankers and remittance agents.

"It's very simple," said one agent surnamed Choi, dressed in sandals and ripped jeans, as he served tea in a back office where larger transactions are typically carried out. "You give me renminbi here. Then we deliver Hong Kong dollars to you in Macau. We can move tens of millions each day," he said, glancing up at six security camera images of his shop front flickering on a flat-screen TV.

As China's economy and financial markets mature and gain in sophistication, so too does a vast underground banking industry offering swift, cheap and low risk cross-border fund transfers - shifting hundreds of millions of dollars each day. Much of that activity is conducted openly on the streets of southern China's Guangdong province, where businesses and individuals depend on underground networks to get around strict currency controls - both for legitimate commercial purposes and to safeguard assets beyond the reach of authorities.

Beijing is finding it increasingly difficult to stem the tide of speculative and illegal cash. In the decade since China began cracking down on money laundering, the government has amended its criminal laws and strengthened commercial banking rules, but loosening restrictions on capital transfers has made it easier for hot money to be channeled across the border.

"China's financial markets are not that mature," said Yu Yongding, an economist at the Chinese Academy of Social Sciences and former adviser to the central bank. "There are lots of capital controls that certainly have contributed to these kind of activities, while corruption and money laundering also play an important role."

UNDERGROUND BANKING TRIANGLE

In affluent Guangdong in the Pearl River Delta, cities like Zhuhai, Shenzhen, Guangzhou and Dongguan are major underground conduits for Chinese hot money. The province, where imports and exports amounted to $984 billion last year - a quarter of China's foreign trade - has served as a portal for capital flows since China's economic opening over 30 years ago.

Collectively, the cities form part of a giant, unregulated underground banking triangle between China, the world's gambling capital of Macau and the global financial hub of Hong Kong.

In Zhuhai alone, over 1 billion yuan ($163 million) is transferred daily through underground networks, according to a straw poll of six agents who spoke to Reuters - part of a tight-knit group of 100 operating in the border area.

"Our business has gone up some 30 percent in the past three years," said one who gave his name as Li.

Besides retail-level agents clustered around the borders at Zhuhai and nearby Shenzhen, another deep-rooted echelon of shadow bankers exists across Guangdong out of public view, often working from secret offices, with deals conducted between trusted, well connected parties, often with just a phone call.

"I went to see a friend in this business once. It was just a tiny 100 square foot room filled with banknotes. Can you imagine how much money there was?" said a Hong Kong businessman surnamed Chan who has run a factory in Guangdong for over 20 years. "They're everywhere. In every village, town and city."

The Washington-based Global Financial Integrity group estimated about $2.83 trillion flowed illicitly out of China from 2005 to 2011, with Hong Kong the largest recipient.

"The enormity of money laundering right now is a problem," said a senior law enforcement official in Hong Kong, who asked not to be named given the politically sensitive nature of his comments as a public official. "Chinese banks in Hong Kong are basically a black hole, even now."

Yan Lixin, secretary general of Fudan University's China Centre for Anti-Money Laundering Studies, reckons more than a third of the capital moving through underground banking channels is dirty money being laundered. "According to the statistics within my scope and my own experience, it's approximately 30-40 percent at least," he said. "The situation is going from bad to worse."

Much of the unofficial flows of capital into and out of the triangle of Guangdong, Hong Kong and Macau, facilitate trade and investment in the key economic region, businessmen say.

Illegal cross border bank remittances can be used to wire extra capital into China to buy raw materials or cover wages during peak periods. "It just takes 15 minutes, but official approval can take two weeks," said an electronics factory boss in Dongguan who often uses underground banks. He didn't want to be named to avoid disrupting business ties with such agents.

Unlike other shadow banking systems in eastern coastal regions like Zhejiang, Jiangsu and Wenzhou that tend to collect deposits and extend high interest loans to small businesses starved of credit, Guangdong's underground banks tend to play the greatest role in black money transfers abroad, says China's central bank.

A People's Bank of China (PBOC) anti-money laundering report from 2007 said nearly one third of China's illegal private banks originated in Guangdong. In 2009, police shut down over 40 underground banks in Fujian, Jiangxi and Guangdong provinces, according to a report in the official People's Daily, involving 100 billion yuan. "Underground banks serve as an important channel for money laundering and illegal foreign exchange desks," it wrote.

In the most recent public statistics available, 970 money laundering cases were investigated in China in 2009, involving 301 billion yuan. Guangdong was cited as a major blackspot.

RED FLAGS

China's new leader Xi Jinping has pledged to crack down harder on corruption and financial crimes like money laundering. The central bank issued new anti-money laundering rules to financial institutions in December, requiring them to rate clients' risks based on where they are and the kind of business they do, people with knowledge of the rules have told Reuters.

In an internal 2008 PBOC anti-money laundering report leaked on the Internet, it said that since the mid-1990s, 16,000-18,000 Communist party officials, businessmen, CEOs and other individuals had "disappeared, carrying about 800 billion yuan."

The government controls capital inflows, bars underground banking and unauthorized remittances, and limits individuals' capital outflows to 20,000 yuan ($3,300) a day. Under Macau banking and gaming laws, alternative remittance systems are illegal and suspicious transactions must be red flagged and reported to the Macau Financial Intelligence Office.

Yet such capital flows flourish largely unchecked.

Part of the difficulty for China has been figuring out how to control an industry that provides a pressure valve for capital seepage as Beijing mulls further capital account opening and full yuan convertibility. The State Council, China's cabinet, has said it would issue an operational plan this year to achieve full convertibility of the yuan and establish a comprehensive system for outbound investment.

That may take some time, said Yu Yongding, the economist.

"China has to solve so many problems. Capital account liberalization should not be treated as a priority," he explained. "You shouldn't abolish laws just because they're difficult to enforce."

Authorities also don't want to quash an industry that's funneling credit to smaller firms, said Yan of Fudan University, whose centre is approved and supported by the PBOC's anti-money laundering bureau. Punishing underground banks may be at odds with local governments wanting development and stability.

"Crackdowns will impact the local economy," said Yan.

MACAU'S CASINO "BANKS"

"There's always a gap in China between policy and practice," said one businessman in Zhuhai who deals regularly with Chinese officials. He did not want to be named because of the sensitivity of the issue. "If they shut down the money changers, others will just crop up elsewhere. They're too smart."

Writing a six-digit VIP account number on a piece of paper, a remittance agent in Zhuhai said clients could use this to withdraw funds in chips or cash from most casinos in Macau, which raked in $38 billion in annual gaming revenues last year, fuelled by cash-rich Chinese gamblers.

"It operates like a bank. You can take money in and out at any time," Li, the remittance agent said. "It's safe."

In a high-roller VIP suite at a major casino in Macau where baccarat tables were placed between two giant aquariums filled with bright reef fish, people queued at six counters, some holding slips of paper with an account number and a monetary amount written on them.

One man, in a grey hoodie, holding such a slip, handed over his passport and was given a stack of eight, oblong HK$500,000 gambling chips. He didn't have his own account, he said, but had arranged the transfer through a remittance agent.

"In peak periods you can always see some mainland Chinese bringing maybe 1 or 2 million yuan in cash ... taking the lift to the 20th floor and then taking Hong Kong dollars back down," said a Macau-based academic specializing in VIP room operations, who asked not to be named given the fear of reprisals by powerful figures in the highly lucrative industry. "This only happens when they feel comfortable with the environment. That's something that is quite common."

Typical VIP rooms in Macau run by junkets - middle men who bring in Chinese punters and extend credit - maintain cash reserves or working capital of at least 100 million yuan ($16.3 million), the academic said, with cash transfers tending to take place in hotel rooms or outside, away from surveillance cameras.

Choi said he and other Zhuhai agents regularly transfer millions of yuan directly into VIP room gambling accounts in Macau casinos. Bank wire transfers can also be arranged, though larger amounts would need to be staggered over a week, with a maximum of 500,000 yuan daily to reduce the risk of detection.

"There must be a lot of money laundering," said Choi. "But we're not criminals ... We're just making life more convenient for people. We just move the cash."

($1 = 6.1309 Chinese yuan) ($1 = 7.7590 Hong Kong dollars)

Officer who shot NY student faced harrowing choice

NEW YORK (AP) ? The police officer who accidentally killed a Long Island college student along with an armed intruder faced perhaps the most harrowing decision of a law enforcement career: choosing the split-second moment when the risk is so high that you must act to save a life.

"The big question is, how do you know, when someone's pointing a gun at you, whether you should keep talking to them, or shoot?" said Michele Galietta, a professor of psychology at the John Jay College of Criminal Justice who helps train police officers. "That's what makes the job of an officer amazingly difficult."

She spoke Sunday as Hofstra University students honored 21-year-old Andrea Rebello by wearing white ribbons at their graduation ceremony.

Rebello was killed two days earlier after a masked man walked through the unlocked door of her off-campus home. A police officer aiming at the would-be robber opened fire, hitting the Hofstra junior as well as the ex-convict holding her in a headlock.

On Saturday evening, flags on the Hempstead campus were at half-staff and students held a silent outdoor vigil in front of a photo of the young woman. Surrounded by candles and flowers, they sang "Ave Maria."

Rebello's funeral is scheduled for Wednesday in Sleepy Hollow, in Westchester County, north of New York City.

Her life ended in the seconds that forced the veteran police officer to make a fatal decision, but the questions surrounding the student's death are just beginning, along with an internal investigation by the Nassau County Police Department.

The bare facts are simple. Rebello and the intruder, Dalton Smith, died early Friday when the officer fired eight shots, hitting him seven times, with one bullet striking Rebello once in the head, according to county homicide squad Lt. John Azzata.

With a gun pointed at her, Smith "kept saying, 'I'm going to kill her,' and then he pointed the gun at the police officer," according to Azzata.

The officer acted quickly, saying later that he believed his and Rebello's life were in danger, according to authorities.

No doubt, he was acting to try to save lives ? his own and that of the young woman, Galietta said.

But the fallout was tragic.

"What we're asking the cop to anticipate is, 'What is going on in the suspect's mind at the moment?'" she said. "We're always trying to de-escalate, to contain a situation, but the issue of safety comes in first, and that's the evaluation the officer has to make."

In collaboration with the New York City Police Department, Galietta is part of a John Jay program that prepares young officers to react to life-threatening situations. Actors are used to replicate scenarios reflecting reality.

Police tactical manuals are meant to assist officers in making the best decision possible, but in the end, "they're not 100 percent foolproof," Galietta said. "In a situation like that, you can follow procedure, and it doesn't mean it comes out perfectly."

The officer who fired the shots is an eight-year NYPD veteran and has been with Nassau County police for 12 years.

He is now out on sick leave, Azzata said.

I learnt team-building from books ? Olugbodi - Vanguard

By Olayinka Ajayi

Following the decadence of the organisational structure and human development in the world,? Yinka Olugbodi, a prolific Human Resource Consultant and the CEO of TeamBuilding International, in this interview, speaks on how professionalism and passion for organisational development through team building training, have seen international organisations staff travelling down to Nigeria to be trained by his organisation.

Excerpts? of the interview:

My background

I finished from Salvation Army Primary School Surulere in 1979 and Fakunle Comprehesive High School Osogbo in 1984. I? graduated from the University of? Lagos,UNILAG in 1992 where I studied English Language. I also have a Masters degree in Human Resources from? ESUTH Business School. I? have some professional qualifications from Lagos Business School. Basically, I am a H.R Consultant and I majored in team building which is basically part of organisational development. We also recruit and train staff for organisations.

*Yinka Olugbodi

*Yinka Olugbodi

How did you come about team building ?

I have worked in many front line organisations at senior managerial levels;like Vision Advertising, Multichoice, Global Leadership Interlink, HI TV, and Access bank. I think the inspiration came from my former boss in Multichoice who used to be the head of HR and I was assisting him. I must confess, he is more than a boss, he is my mentor.

One of his specialties is team building and I found it to be very interesting to go into. Back then, we used to do it as an in-house training for staff. I got the idea when I was still the H.R manager in 2003 and it stayed in the pipeline for about five years. In 2009, we started properly. It will be four years old this May.

What is team building about ?

Team building is an action learning and training activity which you learn through activities and games . I found out it?s a virgin area which I can easily go into. However, most people are not actually looking at that direction and it has been good.

How are you sourcing for clients?

As God would have it , it?s not that hard for us because most places I have worked before, I have had good relationship with my colleagues. So, going back to them to train them on team building is not stressful. Also, what is really helping us is that, team building is a new compulsory leadership training in the country that most people are not focusing on .

It may interest you to know that multi-national companies like oil companies, United Nations, USAID are among our key clients. These white guys most times invite us . They also travel from around the world to Nigeria to attend our training. We have done this training in Zambia, Ghana and United kingdom.

Do you have any challenges ?

The challenges have? always been in pioneering an enviable organisation such as this, working with international? organisations . You know these organisations? have standards and they always look for what they want in any organisation they are dealing with.

So, you have to be as professional as you can to win their confidence . I have not been to any team building school or what so ever. I only learnt most things from my immediate boss? and from books and online. Infact there is no team building school any where in the world.

Another challenge is for people to give you the opportunity to showcase what you can offer. But once you are given that opportunity and you do your work? professionally, people will always call you for jobs.

Do you? lobby to get contracts?

From the onset, when I was working in Access Bank as a procurement manager, I made my stand known as a Christian that I don?t get involved in any sharp or corrupt practices. I don?t touch what is not mine. There are times when people call us back to give them something after offering them our impactful training and we boldly make our stand known to them.

What? inspires you to keep moving?

The passion to build lives and?? team building is what keeps me moving on in my chosen career. If you wake me up in the middle of the night to do something I love , it will be team building because it comes naturally.

How do? you intend to impact on the whole? nation?

I do that on two platforms; one is on the spiritual angle, through church programmes and the other is on social platform. We organise monthly integrity workshops training, where we invite organisations, corporations and government officials because? most of the problems we are facing is corruption and the response has been good. We have senior managers, supervisors and top executives that attend. This is our way of bringing social reformation to Nigeria and making sure changes start from the head.

Eight killed, 10 policemen kidnapped in Iraq's Sunni heartland

RAMADI, Iraq (Reuters) - Suspected Sunni Muslim militants killed four state-backed Sunni fighters in Iraq on Saturday, security sources said, apparently viewing them as collaborators with the Shi'ite-led government of a nation plagued by sectarian hatred.

Sunni-Shi'ite tensions in Iraq have been amplified by the conflict between mostly Sunni rebels and President Bashar al-Assad's Alawite-dominated forces in neighboring Syria.

The four "Sahwa" militia fighters were killed in an attack on their headquarters on the outskirts of Garma, 9 km (six miles) east of Falluja, a city in the western province of Anbar.

Gunmen also ambushed and kidnapped 10 Sunni policemen near Ramadi, the capital of Anbar, a Sunni heartland bordering Syria.

There was no immediate claim of responsibility for the attacks, but Sunni militant groups have been behind previous violence targeting security forces in a campaign to destabilize the Baghdad government, which they reject as illegitimate.

When Sunni-Shi'ite bloodshed was at its height in 2006-07, Anbar was in the grip of al Qaeda's local affiliate, the Islamic State of Iraq, which has regained strength in recent months.

Sahwa or "Awakening" fighters are Sunni tribesmen who helped U.S. troops subdue al Qaeda in 2006. They are now on the government payroll and are often targeted by Sunni militants.

In other violence, tribesmen clashed with security forces and set four of their vehicles ablaze after a woman and three of her young children were killed in an army raid north of Ramadi.

Minority Sunnis, embittered by Shi'ite dominance since the overthrow of Saddam Hussein by U.S.-led forces in 2003, have been staging street protests against Shi'ite Prime Minister Nuri al-Maliki since December. A bloody government raid on a Sunni protest camp in Hawija last month ignited a surge of violence.

Monthly death tolls are well below those of 2006-07, when they sometimes topped 3,000, but more than 700 were killed in April by a U.N. count, the highest figure in almost five years.

At least 72 people died in attacks on Friday, 43 of them in two bombings outside a Sunni mosque in the city of Baquba.

College women exceed NIAAA drinking guidelines more frequently than college men

May 18, 2013 ? In order to avoid harms associated with alcohol consumption, in 2009 the National Institute on Alcohol Abuse and Alcoholism issued guidelines that define low-risk drinking. These guidelines differ for men and women: no more than four drinks per day, and 14 drinks per week for men, and no more than three drinks per day, and seven drinks per week for women. A study of how well college students adhere to these limits has found that female college student drinkers exceed national drinking guidelines for weekly drinking more frequently than their male counterparts.

Results will be published in the October 2013 issue of Alcoholism: Clinical & Experimental Research and are currently available at Early View.

"Recommended drinking limits are lower for women than for men because research to date has found that women experience alcohol-related problems at lower levels of alcohol consumption than men," explained Bettina B. Hoeppner of the Massachusetts General Hospital Center for Addiction Medicine, an assistant professor of psychology at Harvard Medical School as well as corresponding author for the study.

"It is always important to take gender into account when studying health or risk behaviors," added Melissa A. Lewis, associate professor in the department of psychiatry and behavioral sciences at the University of Washington. "Even if you hold weight constant, there are differences in terms of how alcohol affects men and women. For example, men have more of an enzyme in the stomach -- a gastric alcohol dehydrogenase -- that lowers the amount of alcohol that makes it into the bloodstream. Also, women have less blood going through the bloodstream than a man at the same weight, so alcohol gets more concentrated in the bloodstream."

For this study, Hoeppner and her colleagues asked 992 college students (575 females, 417 males) to report their daily drinking habits on a biweekly basis, using web-based surveys throughout their first year of college.

"We found that female college-student drinkers exceeded national drinking guidelines for weekly drinking more frequently than their male counterparts," said Hoeppner. "Weekly cut-offs are recommended to prevent long-term harmful effects due to alcohol, such as liver disease and breast cancer. By exceeding weekly limits more often than men, women are putting themselves at increased risk for experiencing such long-term effects."

"In addition," said Lewis, "men's weekly drinking declined over time whereas women's weekly drinking did not. This finding is concerning. If women continue to exceed weekly drinking recommendations over time, it puts them at greater risk for health issues, such as liver or heart disease and certain forms of cancer."

"These findings contribute to our understanding of how populations adhere to national drinking guidelines," said Hoeppner. "Specifically, it examines college student drinkers, where adherence to weekly drinking limits has not been examined before. Generally, 'binge drinking' receives more attention when examining college student drinking, however, for long-term health, it is also important to examine the establishment of drinking patterns that may lead to long-term harmful effects, not just short-term effects."

"These findings highlight the need for prevention efforts to focus on both daily and weekly limits to reduce harm from short- and long-term negative consequences related to alcohol use," said Lewis. "Current preventative interventions often do not focus on weekly drinking recommendations, which is important and a warranted area of future research.

Hoeppner agreed. "Our results might motivate clinicians to address weekly drinking limits and the potential for long-term alcohol related harm with their patients," she said. "The reasons that many college students exceed these weekly limits are unclear. It is possible that lack of awareness of the guidelines and possible consequences of exceeding them contributes to these high rates. If so, clinicians might reduce harm by educating their college-student patients about the guidelines and the harm they seek to prevent, especially their female patients. Similarly, researchers and clinicians designing prevention/intervention programs might find it useful to address weekly drinking limits in their programs, both to reduce incidence rates thereof, and to identify the reasons for exceeding these guidelines."
