FCC asks about cell phone safety ? The Kickstarter Blog

For the first time in 15 years, the Federal Communications Commission on Friday took steps to reexamine safety standards for cell phones amid growing concerns about the health risks associated with radiation from mobile devices.


At question is whether limits the FCC puts on radio frequency emission for cellular devices are outdated and do not take into account the use of new mobile technology and the amount of time users spend on devices.

The debate has drawn huge protest from the $170 billion wireless industry, which has lobbied the FCC and local governments against new standards and proposals for greater disclosure of health warnings.

The FCC?s action on Friday was preliminary, with the five commissioners presented with a draft proposal to take up a review of its safety guidelines. The FCC will vote at an undetermined future date on whether to pursue an official investigation into the topic. The agency downplayed the significance of the action and said it believes current standards are safe.

?We are confident that, as set, the emissions guidelines for devices pose no risk to consumers,? Tammy Sun, a FCC spokeswoman said in a statement. The agency said it was uncertain when a vote would take place.

The agency?s move comes amid protest by health advocates that federal regulators have ignored warnings by international experts of potential safety issues related to mobile phones.

In May 2011, a panel of health experts organized by the World Health Organization looked at hundreds of recent studies on the topic and concluded that cell phones are ?possibly carcinogenic? to humans.

The WHO panel said particular concern is the use of cell phones by children, who spend more time than ever with cell phones up to their ears or in their pockets. Their skulls are thinner than that of an adult and absorb radio frequencies at higher rates.

A separate February 2011 study by researchers at the National Institute of Health found that 50 minutes of cell phone use altered activity of the brain that was closest to where device antennas were located.

?This review is long overdue, and it is impossible to imagine how the FCC will be able to retain its current standards which allow 20 times more radiation to reach the head than the body as a whole, do not account for risks to children?s developing brains and smaller bodies, and consider only short-term cell phone use, not frequent calling patterns over decades,? said Renee Sharp, a senior scientist for the Environmental Working Group.

The FCC?s proposed inquiry specifically addresses health considerations for children.

Any changes in cell phone guidelines have been vehemently opposed by the cell phone industry, which has also fought local government laws around the country that would require safety labels on phones and other consumer disclosures about radio frequency emissions.

The wireless trade group known as CTIA sued San Francisco over an ordinance that would require retailers to disclose those radiation standards to consumers. It has fought similar measures in Maine and Oregon.

Blackberries, iPhones and other devices are sold with manuals with cautionary guidelines on cell phones use.

A spokesman for CTIA stressed that research so far has been inconclusive.

?Expert agencies and scientific advisory groups around the world have concluded that cell phones operating within government standards post no health effects and are safe for normal use,? the spokesman said.

'Dredd' Trailer: Five Key Scenes

Karl Urban makes his debut as the helmeted arbiter of justice in the first official trailer for 'Dredd,' in theaters September 21.

He says he's the law — but do you believe him? Longtime "Judge Dredd" fans (heck, anyone old enough to have seen an R-rated movie in the 1990s) have plenty of reasons to be skeptical about "Dredd," the Pete Travis-directed adaptation of the "2000 AD" comic book, judging purely on how the Sylvester Stallone film of 1995 was handled. By all accounts, "Dredd" is not that film. It takes its inspiration from sources much closer to the original text and has a leading man — Karl Urban — who takes his job very seriously.

So did the "Dredd" trailer do it for you? It did it for us ... mostly. Here are five key elements from the "Dredd" trailer that informed our verdict.

Welcome to Mega City One
Gritty, impossibly huge and absolutely the last place on the planet you would ever want to live: that's Mega City One, and from the opening moments of the trailer, all of those points are clearly established. Hooligans run amok fueled by all kinds of illicit drugs, with one in particular gaining new traction: Slo-Mo, a dangerous product that "makes the brain feel as though time is passing at 1 percent of the normal speed." Why anyone would want to be on such a drug in the middle of Mega City One is beyond us, but it's certain to pave the way for some fantastic action, based on the trailer alone.

Big Ma-Ma's House
A hero is only as worthy as his villain, and in the case of "Dredd," the quality of the nemesis won't be a problem. Lena Headey of "Game of Thrones" fame is the bad guy here as Ma-Ma Madrigal, ruling the roost of a drug empire with enough ruthless efficiency to make Queen Cersei Lannister blush. Her scarred visage and crystal-clear goals — "If we play this right, we can take the whole city," she tells her underlings — make her a force to be reckoned with, and Headey seems to be having a ball in the role.

Judge and Be Judged
We'll get to Urban specifically in a second. In the meantime, look at all of the judges! Dredd explains their role in Mega City One thusly: "800 million people living in the ruin of the old world, and only one thing fighting for order in the chaos: the men and women of the Hall of Justice." Though "Dredd" will center mostly on the titular judge and his new trainee Cassandra Anderson (played by a bleach-blond Olivia Thirlby), it's nice to see some attention paid to the greater gaggle of law enforcers.

Fifty Shades of "Raid"
If you thought the plot of "Dredd" seemed a little familiar after watching the trailer, you're not losing it. There are undeniable similarities between this and "The Raid," the incredible Indonesian martial arts film from Gareth Evans that debuted this past spring. Ma-Ma Madrigal has her drug operation holed up in one massive tower that she has full control over, not unlike "The Raid" drug kingpin Tama. Also not unlike Tama, Madrigal commands all the tenants of her building to seek and destroy Dredd and Anderson. So, yes, the similarities are there, but there are more than enough differences in the setting, genre and characters — not to mention the action-dictating Slo-Mo — that we're more than happy to look the other way. (Besides, we'll take another "Raid" movie however we can get it, even if it's called "Dredd.")

Is He the Law?
That's the big question, isn't it? On paper, Karl Urban is a fantastic choice for Judge Dredd. In motion? That might be another story. His Dredd spits out a few too many one-liners for some folks' tastes — "negotiations are over," "the sentence is death," etc. — but he's got the look, the voice and the attitude down by our estimation. Whether or not that all adds up to a fully formed Dredd remains to be seen, but the trailer leaves us cautiously optimistic, if not fully sold, on Urban's performance.

"Dredd" is set to hit theaters on September 21.

Christiana Care?s proposal ? known as the ?Bridging the Divides? model ? was one of only 107 projects picked for the Innovation Grants from more than 3,000 applicants nationwide.

?This breakthrough opportunity will truly transform care to significantly improve the value of the care we deliver and most importantly improve the quality of life for the patients we are privileged to care for,? said Robert J. Laskowski, M.D., president and CEO of Christiana Care. ?Our Bridging the Divides model enables us to tailor the delivery of health care to the unique needs of our patients, allowing them to remain in the comfort of their homes. CMMI?s decision to recognize our proposal also gives health care systems across the nation the opportunity to learn from this new model of care.?

The proposal will aim at improving care in numerous ways, including:

  • Using predictive analytics to identify which patients are more likely to experience readmissions, develop complications and need a higher level of care
  • Creating an electronic patient portal and personal health record to enable patients to communicate with the care management team
  • Comparing patient-specific outcomes with evidence-based recommendations in cardiology
  • Using a software-driven care management program designed to improve patient outcomes

Christiana Care?s proposal is focused on treating Delawareans who suffer from ischemic heart disease, which occurs when the arteries that supply blood to the heart muscle become hardened and narrowed. This buildup results in a lack of oxygen or blood flowing to the heart and can lead to chest pain and heart attacks. Over time, ischemic heart disease can weaken the heart muscle and can contribute to heart failure and arrhythmias.

?The work under this grant can serve as a model for the nation as we work together to deliver high quality affordable health care to Delawareans,? Gov. Jack Markell said. ?Christiana Care is building on the considerable investment we have made in Delaware?s healthcare information infrastructure.? Technology, information, and innovation are critical to reducing health care costs and improving quality of care. Christiana Care will help us move from a sick care system to a health care system.?

While the care management of heart and vascular disease patients by and large has been delivered in the same way to every patient in order to achieve optimal results, Christiana Care?s model is aimed at identifying whether resources can be applied to small segments of the population who need them the most in order to use the resources most prudently and effectively.

She's been a constant, if silent, presence by Jerry Sandusky's side.

Dottie Sandusky had not spoken publicly in more than six months until taking the witness stand Tuesday in her husband's child sex-abuse trial.

Critics say she also stood quietly by while Sandusky ? the once-revered Penn State assistant football coach ? molested boys in the basement of their State College home. They say she must have known, or at least suspected, and looked the other way out of allegiance to the man with whom she'd spent decades of her life and adopted six children.

In fact, sex offenders are typically adept at concealing their proclivities, even from those closest to them, and spouses are often in the dark about what's going on in the bedroom down the hall, according to experts in child sexual abuse.

"None of this stuff that happens to kids ever happens in the public arena. It always has to happen in the context of secrecy. It has to happen out of sight. The intent on the part of the perpetrator obviously is not to get caught," said Dr. Martin Finkel, a pediatrician with 30 years of experience treating abused children.

Jerry Sandusky, 68, is charged with 51 counts of abuse involving 10 accusers. Prosecutors say he met his victims through the charity he and his wife founded, groomed them, and sexually abused them in motels, in his home and in the Penn State football building. He denies all the charges, and his attorney suggests the accusers are making up stories in hopes of a civil case jackpot.

Until Tuesday, Dottie Sandusky, gray-haired and bespectacled at 69, had been largely invisible throughout her husband's trial, sequestered from the central Pennsylvania courtroom because of her status as a defense witness.

In her first public remarks since a December statement in which she proclaimed her husband's innocence, Dottie Sandusky told jurors Tuesday that she never saw him engage in inappropriate behavior with the boys who often stayed overnight at their house.

The most devastating courtroom account in which she was mentioned came from the accuser known as Victim 9, who estimated he spent 100 nights in the basement of the Sandusky home, even taking his meals there.

The witness, now 18, told jurors his abuse began with fondling and forced oral sex and led to several instances of rape in the basement. On one occasion, he said, he screamed for help, knowing that Dottie Sandusky was somewhere in the house. But no one came.

Sandusky denied the man's allegation. She testified that the basement where Victim 9 stayed wasn't soundproof, and that her hearing is "pretty good. I hear lots of noises."

She rebutted another victim's claim that Sandusky tried to engage in oral sex with him while in a hotel bathroom at the Alamo Bowl in San Antonio. The man said the assault was interrupted when Dottie Sandusky walked into an adjoining room. But Sandusky said they were both fully clothed ? and arguing about the accuser's attendance at a luncheon.

She also told jurors about her life with Jerry Sandusky, how he worked long hours while devoting his life to The Second Mile, the charity for troubled youths where prosecutors say he found his victims.

Her testimony could help cast doubt on accusers' claims about assaults in the home, while presenting "a more favorable image of Sandusky as someone attracted to his wife, as someone who had a genuine care and interest in children, and to portray more elements of Sandusky's life than the jury has heard," Paul DerOhannesian, a defense attorney from Albany, N.Y., who has been following the case, said ahead of her appearance.

The former Dorothy Gross, originally from Chattanooga, Tenn., met her husband-to-be in his hometown of Washington, Pa. They married in 1966.

Unable to have children of their own, the Sanduskys decided to adopt. Dottie ran the home and cared for the children while Jerry kept the grueling schedule of a big-time college coach.

"I'm strict, and I like for things to run a certain way," she testified Tuesday. "And we expect a lot of our kids."

Her husband wrote in his 2001 autobiography "Touched: The Jerry Sandusky Story" that "Dottie has always been there to look after (the children) when I was away, and usually from the minute I was back in town, I became another big kid for her to supervise as well."

Dottie Sandusky bailed her husband out of jail after his arrest, posting $50,000 cash and using their $200,000 home as collateral for the rest.

While she has denied any knowledge of abuse and says her husband never hurt a child, some spouses do harbor suspicions, said Finkel, the pediatrician. But they cast them aside because they are invested in the marriage and unwilling to believe their partner capable of so heinous an act. Or they fear public humiliation and the loss of financial security.

"Denial is a very powerful thing," said Finkel, co-director of the CARES Institute at the University of Medicine & Dentistry of New Jersey.

Lisa Friel, vice president of T&M Protection Resources LLC and former chief of the sex crimes unit of the Manhattan district attorney's office, agreed with Finkel that spouses are most often in the dark about their offending spouses ? but that sometimes they are enablers.

Friel said she has spoken with plenty of victims who don't understand how their mothers could not have known about abuse in their own homes.

"They certainly think that Mom, because of her own weaknesses, did not protect them," said Friel, who consults schools and businesses on sexual misconduct issues. "You can say that for Dottie Sandusky, too. If she didn't see it, couldn't take it in, didn't believe it, in the end she didn't protect these kids ? all of the children who were in their home."
