Kansas Man Threatens Utility Worker With Baseball Bat

Sunday, July 29, 2012

A suburban Kansas City man could face criminal charges after using a baseball bat to threaten a utility worker who was preparing to cut off his electricity.

The Olathe, Kan., man confronted a Westar employee at 10:30 a.m. Thursday but never swung the bat.

While Missouri has rules preventing utilities from cutting the power of delinquent customers during extremely hot or cold weather, Kansas has no such restrictions.

The man says he was upset because he has three children who live in the home and it was very hot and muggy Thursday morning.

The utility worker fled the scene and called police. The man paid his bill and kept his electricity.

The case has been turned over to the Johnson County District Attorney's office for possible charges.

Long-distance distress signal from periphery of injured nerve cells begins with locally made protein

Long-distance distress signal from periphery of injured nerve cells begins with locally made protein [ Back to EurekAlert! ] Public release date: 30-Jul-2012

PHILADELPHIA (July 30, 2012) When the longest cells in the body are injured at their farthest reaches, coordinating the cells' repair is no easy task. This is in part because these peripheral nerve cells can be extremely long up to one meter in adult humans which is a lot of distance for a molecular distress signal to cover in order to reach the "command center" of the cell's nucleus.

Scientists have believed this process to be even more challenging because their textbook understanding for many years has been that the axons the long extensions of nerve cells away from the main cell body containing the nucleus do not manufacture the proteins involved in the molecular signal themselves. Yet, in recent years, some scientists have begun to challenge that textbook understanding, with preliminary evidence that one key protein involved in setting off a distress signal for cellular repair, known as importin beta1, was locally produced in the axons. They just weren't sure how.

"Now these textbooks need to be rewritten," said Dr. Jeffery Twiss, a professor and head of the department of biology in Drexel University's College of Arts and Sciences. Twiss co-authored new research recently published in Neuron, led by collaborators from the Weizmann Institute of Science. "Our new research is one of the strongest indicators yet of molecular signaling from end to end in peripheral nerve cells."

These researchers have provided strong new evidence that the protein importin beta1 is indeed produced locally in the axons of peripheral nerve cells. They also found that the version of the protein, when found in the axon, is made using a different molecular recipe than the version found in the nucleus, where it performs different essential cell functions. These discoveries may help scientists better understand how subsequent steps operate in the distress signal and in nerve cell repair, so they can eventually control and enhance the process to speed up recovery from nerve injuries.

Finding this evidence was far from simple: Importins are so crucial in the cell's nucleus that even the smallest embryo could not survive without them. But Rotem Ben-Tov Perry, a research student at the Weizmann Institute who was lead author of the new study, found a way to distinguish the importin beta1 in the cell body from that in the axon: The axonal protein was apparently made from a longer version of messenger RNA, the cell's working recipe for building a protein. To see if they could selectively affect just the axonal version of the protein, the Weizmann researchers worked with Drexel's Twiss to take advantage of high precision knock-out technology. Rather than knocking a whole gene out of the system, they managed to remove one little piece of the messenger RNA's recipe for manufacturing importins -just the longer bit that sends the RNA to the axon.

Now they observed plenty of importin beta1 in the cell body, but none in the axons. With the axonal segment of RNA knocked out of the recipe for importin beta1, a mouse embryo still had the importin it needed near the nucleus of its cells to grow and develop into a living animal but it took much longer to recover from peripheral nerve injury. Genes that are normally active in response to nerve damage were activated to a lesser degree. All of this suggests that the importin beta1 that normally helps inform the extended nerve cell about injury is, indeed, produced locally in the axon and that this protein found in the axon is a key part of the nerve repair signaling process.

"The data shows conclusively that importin beta1 protein is produced in axons, Rotem's work has validated the importins' crucial role in nerve repair," said Dr. Michael Fainzilber, senior author and professor at the Weizmann Institute.

Twiss said that next steps will be to better describe how the signaling process involving importin beta1 delivers a signal to begin nerve cell repair and, ultimately, develop strategies to better control these molecular steps of the repair mechanisms to improve nerve cell regeneration after injury.

Adviser: Romney would back strike against Iran

JERUSALEM (AP) ? A senior adviser says Mitt Romney would back an Israeli military strike against Iran aimed at preventing Tehran from obtaining nuclear capability.

Ahead of a Sunday speech in Jerusalem, Romney foreign policy adviser Dan Senor tells reporters that "if Israel has to take action on its own" to prevent Iran from being able to make the materials that could be used for a bomb, Romney "would respect that decision."

That's a more aggressive posture than Romney has previously taken. In Sunday's speech, he plans to tell Israelis and watching Americans that he and America "will not look away" from Iran if he is president.

Romney plans meetings with Israeli leaders Sunday.

Military riders mount up for charity

A barrage of motorcycle riders roared into Thrifty Foods in Parksville on Saturday to enjoy a free lunch while raising money for charity.

The group was part of the Military Police National Motorcycle Relay Ride and were on a local leg of the journey across Canada, from Comox to Victoria.

Thrifty Foods sponsors the group?s lunch every year.

The two charities benefiting from the ride are the Military Police Fund for Blind Children and the Children?s Wish Foundation of Canada.

Leader of the ride and Petty Officer Second Class George Robinson said the group is made up of a mix of civilians and both retired and active military personnel.

The ride takes place throughout July and August, with each region doing their own leg of the ride.

Robinson said personally he loves riding a motorcycle and feels it?s important to raise money for children in need.

?There are a lot of children in need who don?t have a voice or the ability to raise the money we can raise,? Robinson said.

Last year Robinson said the Ride raised $35,000 and this year they hope to raise $100,000 across Canada.

Online Nursing Program for You ? Reference and Education

It?s apparent that it would be tricky to stay in the nursing profession unless you were fully and totally keen about it. Usually, nurses cope with challenging shifting, long hours, end of the week work, and emotional stress. But in spite of the issues, many people embrace this career and give it their entire lives.

Even so, even though nurses commit their total lives to servicing affected individuals doesn?t mean they do not have the same goals and aspirations as other professionals. They want to improve in their positions, take on a lot more accountability, deal with squads, create ideal decisions, and enjoy better paychecks, identical to most individuals.

For registered nurses (RNs) who launch their occupations with bedside patient attention but have goals of branching out into other parts of discipline, training is the way forward. Many of these RNs earn their licenses to employ after accomplishing an associate?s degree in nursing or a hospital-administered diploma or degree. While both options give you excellent training in the specialized scale of nursing, they do not provide you with the same growth.

For most RNs, going for a sabbatical from work to get back to school full-time isn?t an option. But on account of the availability of internet nursing plans at the bachelor?s and master?s levels, they can equalize their careers and their training. Plus, several business employers furnish educative positive aspects and financed schooling for their nursing staff in order to attract and sustain talent, which can lower a registered nurses? personal financial problem of going to university.

A web-based RN-to-bachelor of science in nursing (BSN) training course is the initial step registered nurses can take in the direction of progressing in their career. A bachelor of science in nursing degree course can supply the state-of-the-art theoretical proficiency that may be needed to qualify for senior jobs.

RNs who want to make deeper inroads into their nursing education and learning after completing their bachelor of science in nursing have plenty of options to experience. From a master?s in nursing administration which leads RNs away from direct patient treatment toward managerial and administrator functions, to a master?s in nursing education and learning training course that teaches them to teach nursing, many graduate college diplomas are now available on the internet.

Do you like to become a nurse? If that is the case, why don?t you consider enrolling in an online nursing program? Visit the site for more info.

China Aims to Drive Domestic Consumption

Friday, July 27th, 2012
By George Leong, B.Comm. for Profit Confidential

China Aims to Drive Domestic ConsumptionChina is currently facing a spending crunch from Europe and the U.S., which is impacting the Chinese economy and threatening a possible ?hard landing.?

The superlative growth of China over the last decade has largely been fueled by export demand for cheaper Chinese-made goods. The country built thousands of plants and added significant capacity to handle the significant influx of foreign business. While this strategy works when global economies are strong, the problem arises when export demand declines as we are seeing now in China.

The current structure of the country?s growth is largely dependent on foreign demand for goods, but China realizes that it also needs to drive domestic consumption higher to help minimize the negative impact of any global slowing when moving forward, and to create a more balanced economy that is powered by both export demand and domestic consumption.

The International Monetary Fund came out earlier this week and suggested China?s economy is facing ?significant downside risks,? advising the country to try to increase domestic consumption instead of just pumping money into the economy. If you go to China, you?ll notice tens of thousands of empty apartments that were built by the government with no tenants. You also see this with excess manufacturing capacity. China has spent hundreds of billions on infrastructure, but consumer spending is key.

China has made it clear that it wants to stimulate domestic consumption, which currently stands at around a third of its gross domestic product (GDP) compared to around 70% in the U.S.

With over 1.3 billion people and a middle-class of around 300-400 million (depending on who you talk to), the strategy to boost domestic consumption makes a whole lot of sense.

In its 12th Five-Year Plan for 2011-2015, China indicated it wants to make the country less dependent on export demand and investment-led growth, and to try to promote equal income distribution that would allow its lower-income citizens greater access to money. This, in turn, would pump up domestic consumption, at least in theory.

The reality is that China?s exports are declining as the global economies continue to face growth issues. (Read ?Global Economies Backtracking.?) There is also a decline in domestic consumption, which is a key area the Chinese want to address and improve.

China has made clear its intentions to pump up its economy with stimulus and make consumers want to spend. Interest rates have been lowered, and with inflation well below the top target, there is more room for rates to fall.

The hope is to make it so attractive the Chinese consumer will want to borrow and spend.

A Primer on Roofing: Why You Should Install Metal Roof in Your ...

Just so you know, winter months in the north and mountainous spots of Manchester are harsh. Metal is the kind of roof that could take the tension of snow, along with hurricanes and tropical storms which every now and then develop due to the state's location along the coast.

Nor'easter s are no foreigner to New Hampshire. These violent climate conditions create fierce winds, precipitation, thunder, and lightning when they struck the state. Since blizzards are awfully intense, homes in New Hampshire are developed with the best defense. Metal roofss play an extensive function as this component is sturdy to negative weather conditions. In regards to toughness, metal is 2nd to slate which stays unprecedented in terms of toughness as well as life expectancy.

When snowfall hits and accumulates, the roof is subject to heavy tension. Old or poorly-installed roofss can end in an unfortunate collapse. However, with the best metal roofing, property owners do not have to fret pertaining to the degree of snowfall when it accumulates. Special steel roofss are produced to hold the weight of the snowfall and constructed to get rid of snowfall by sliding it down when it accumulates.

Tornadoes or hurricanes result in shingles as well as panels to come loose and extricate, nevertheless, steel is produced to survive critical wind speeds. Even if wind forces drizzle in to the shingles during a blizzard, water will certainly have a challenging time penetrating because of the strength of the material.

Metal's exceptional resilience and its other benefits can be accomplished if efficiently installed by experienced roofers. Roofers state that installation is essential for sturdiness, so select a dependable roofer with years of experience to build your roof for you. Omega-3, disease prevention | Revista Women's Health

In recent decades there have been numerous epidemiological studies and trials on the effect of consumption of Omega-3 fatty acids on health of human populations and clinical patients.

They suggests a beneficial effect of omega-3 consumption, so it is recommended in the diet increase at the expense of saturated fats and / or unsaturated Omega-6. Their functional effects are taken into account as a nutritional aid in the treatment of diseases and clinical nutrition formulations.

Benefits of Omega-3

The Omega-3 fatty acids have an important role in preventing cardiovascular disease, reducing risk factors associated with these diseases, they have an antithrombotic effect, anti-inflammatory and vasodilator.

Consumption of Omega-3 lowers LDL cholesterol, VLDL and triglycerides.

Its action on eicosanoid metabolism, Omega-3 influence on coagulation, reducing platelet aggregation and prolonging bleeding time.

They also decrease the systolic and diastolic blood pressure in both normotensive and hypertensive people, this effect is associated with changes in the fatty acids of erythrocytes and cell membranes.

Polyunsaturated fatty acids in general have anti arrhythmic, this effect being more marked in the Omega-3 than omega-6.

They have a modulatory action on inflammatory factors by which we have studied its benefits in diseases with a chronic inflammatory component such as rheumatoid arthritis, Crohn?s disease and ulcerative colitis.

They have shown improvement of symptoms in these patients as well as longer battery life during periods of remission of symptoms, reducing the use of anti-inflammatory drugs.

In type 2 diabetic patients the Omega-3 may help improve insulin resistance and balance the diet by reducing the consumption of saturated fatty acids.

Epidemiological studies show a relationship between the consumption of monounsaturated and polyunsaturated fatty acids Omega-3 with a decrease in the expression of the breast, colon and prostate. In vitro studies have found that omega-3 are capable of reducing the growth of various human cancer cells and increased apoptosis.

Effects of Omega-3

  • Anti-inflammatory
  • Anti-thrombotic
  • Vasodilator
  • Lowers LDL, VLDL and Triglycerides
  • Reduce Blood Pressure
  • Anti-arrhythmic
  • Decreases insulin resistance
  • Reduces the growth of cancer cells

California governor unveils ambitious water plan

SAN FRANCISCO (Reuters) - California Governor Jerry Brown and U.S. Interior Secretary Ken Salazar on Wednesday unveiled a multibillion-dollar plan for two giant tunnels that would dramatically reconfigure the state's water delivery system.

The nearly $24 billion project aims to help restore the habitat of the Sacramento-San Joaquin River Delta and improve the reliability of water supplies to the arid central and southern parts of the state.

The state already has two massive aqueducts that move water from the north to the south, but the way in which the water is transferred has severely damaged fish populations and degraded their habitat in the delta.

The planned project is similar to one Brown approved three decades ago when he was first governor. Voters rejected that project amid vociferous opposition from northern California residents. A similar political battle will be fought this time around.

"It's a long time in coming," the 74-year-old Democrat said, asserting that the project balances regional, environmental and agricultural concerns that have long blocked efforts to expand the state's water infrastructure.

The twin 35-mile tunnels would divert water from the Sacramento River just south of the state capital of Sacramento to the aqueduct system. The tunnels would bypass the delta rather than drawing water directly from it, reducing the number of fish killed by pumps and restoring natural water flows.

The tunnels would reduce the risk of environmental lawsuits that could interrupt water supplies, a critical concern for California's multibillion-dollar farming industry.

An estimated 25 million Californians who would rely on water from the tunnels would repay the bonds issued to finance them.

The cost of the tunnels is pegged at $14 billion. The additional $10 billion in costs includes debt service payments and 40 years of expenses for its operation, said Richard Stapler, a spokesman for the state resources agency.

Additional money for habitat restoration in the delta could come from an $11 billion water bond that lawmakers recently deferred until 2014, Stapler said.

Critics called the tunnels an expensive boondoggle and said there are cheaper conservation measures for the delta.

Kate Poole, a senior attorney with the Natural Resources Defense Council, said the plan for the tunnels is "putting plumbing before sensible policy."

"Twenty-first century technology opens up new sources of water, including water conservation and efficiency, recycling and other tools to allow us to reduce our reliance on the delta, allow fish to recover, farmers to farm and people to turn on the tap and rely on good quality water," Poole said.

Romney focusing on military and foreign policy

RENO, Nev. (AP) ? Republican presidential candidate Mitt Romney is accusing President Barack Obama of leaking classified details about the raid that killed Osama bin Laden for political gain.

Romney was to level his accusation Tuesday afternoon during an address to the Veterans of Foreign Wars convention, his strongest indictment of Obama's foreign policy yet in a close race in which the Republican has largely focused on the nation's sluggish economy.

"This conduct is contemptible. It betrays our national interest. It compromises our men and women in the field," Romney says, according to excerpts his campaign released before the speech. "And it demands a full and prompt investigation, with explanation and consequence."

In moving away from his preferred issue, the economy, Romney was venturing further into national security policy, a realm usually viewed as the home turf of the incumbent.

But by alleging that the Obama administration divulged to reporters on multiple occasions details of secret missions, Romney was suggesting that Obama lacks the discipline for the office.

The former Massachusetts governor's speech to the veterans group also was a stinging retort to Obama's speech to the same group Monday.

Obama sought to raise the stakes for Romney's speech with remarks Monday at the VFW convention, casting himself as a steady commander in chief tested by two wars and the successful raid on Osama bin Laden's compound. The president was continuing a Western campaign swing with appearances Tuesday in Oregon and Washington.

While raising money in California on Monday, Romney offered a preview of his latest critique of Obama, telling about 400 supporters at a hotel in Irvine that "the consequence of American weakness is seen around us in the world."

However, Obama touted his record as one of promises kept: End the war in Iraq, wind down the conflict in Afghanistan and go after the al-Qaida leader behind the 9/11 attacks.

Without naming Romney, Obama indirectly suggested his opponent would have kept troops in Iraq indefinitely and criticized him for opposing the president's 2014 timeline for withdrawal from Afghanistan.

"That's not a plan for America's security," Obama told the veterans group.

Although Obama suggested that Romney was an inexperienced critic working to polish his own credentials, Romney appeared ready to turn from his chief argument that Obama is a failed steward of the economy and criticize the president on foreign and national security policy.

Romney noted Sunday that key ally Australia's foreign minister, Bob Carr, had told him during a private meeting that the United States was "in decline." However, Carr on Monday clarified his remarks, saying he wasn't criticizing the U.S. when he spoke of a nation "in decline." Kim Beazley, Australia's ambassador to the United States, said Carr's remarks "represent a considered assessment of the U.S. economy and an antidote to talk of U.S. declinism."

Romney also suggested Monday that the Obama administration had not been aggressive enough in deterring Iran's nuclear ambitions or in trying to quell the violence in Syria. Romney said he agreed with Obama's call for Syrian President Bashar Assad's departure but said Obama had not shown proper leadership to force it.

"I think from the very beginning we misread the setting in Syria," Romney told CNBC. "America should've come out very aggressively from the very beginning and said Assad must go. ... The world looks for American leadership and American strength."

The Obama administration has long called for Assad to leave Syria, relying on a strategy of sanctions and international isolation to pressure Assad into handing over power. ,

The shift toward world affairs precedes Romney's trip, beginning Tuesday, to Britain, Israel and Poland. It also comes as the campaigns' aggressive tone resumed after a three-day hiatus after the deadly shooting at a Colorado movie theater Friday.

During a speech Monday night to about 1,000 people at a raucous fundraiser in Oakland, Calif., Obama said the presumptive GOP nominee was "knowingly twisting my words around to suggest I don't value small business."

Romney had revived his attacks Monday on Obama's comment this month that government is due a share of the credit for business success. The president said Romney was distorting his words and going "a little over the edge" in his political attacks.

While the weekend truce was fleeting, the Colorado tragedy did not keep either candidate from chasing campaign contributions.

Romney headlined fundraisers over two days in California, netting $10 million.

Obama was expected to raise more than $6 million during two days of West Coast fundraising. He headlined three events in the San Francisco Bay area Monday and was to attend four more Tuesday in Seattle and Portland, Ore.

Among the donors at a $35,800-per-person dinner in Oakland, Calif., were two people connected to Solyndra, a failed California solar energy company that has been part of Romney's attacks on Obama. Solyndra was the first renewable energy company to receive a federal grant under Obama's 2009 stimulus law but went bankrupt last year, leaving taxpayers on the hook for more than $500 million.

Steve Westly, a Silicon Valley venture capitalist who warned the White House about Solyndra's shaky finances, and Matt Rogers, a former Energy Department official who was part of the Solyndra loan guarantee process, were among the 60 people in attendance at the private home.

Putin, Cameron Talks Expected At Judo Match

LONDON -- Prime Minister David Cameron says he plans to hold talks with Russia President Vladimir Putin next week at an Olympic judo match.

Cameron confirmed Thursday that Putin would attend the Olympics ? despite earlier doubts over whether he planned to visit the Summer Games.

Putin is a former judo competitor and a devotee of the sport.

Cameron last year used a visit to Moscow to end a freeze on top-level links following the 2006 poisoning death of dissident ex-Russian security agent Alexander Litvinenko in London. On his deathbed, Litvinenko accused Putin of ordering his killing.

However, Britain last week described Russia's veto of a U.N. resolution on Syria as "inexcusable and indefensible."

Cameron is expected to press Putin over ending violence in Syria, and to discuss efforts to boost trade.

A Baby Shower for Harper!

Perhaps you recall a few months back when I posted the DIY tutorial for these cute pennant baby shower invites. Well, there actually was a baby shower to follow! I just haven?t gotten around to posting it (that is until now) because I wanted to make sure that it truly gets the attention it deserves as it was for a very special baby girl named Harper and her mama, Maaike. When we all heard Maaike was expecting her first baby, everyone wanted to throw her a baby shower as she is both a master entertainer and one of the most kind and generous people you?ll ever meet. While a group of us were in the throes of baby shower planning, baby Harper had a different plan and decided to arrive 12 weeks early! Needless to say, Maaike, her hubby Erik, baby Harper, and their entire families had many long and exhausting months ahead of them, but they made it (!!!!) and just before they came home, we were so thrilled to be able to throw this baby shower for them!

Maaike did not want frilly and pink. Her style is mason jars, beautiful flowers, and rustic elements, and we knew Harper?s nursery colors were yellow and red so we decided to go with a pennant theme. I found a book of scrapbook paper in fun patterns and the right colors and used it to make the invites along with this pennant bunting in which I simply used twine to connect each pennant.

Because there were so many people who wanted to celebrate Harper?s arrival, we decided to stick to cocktails, appetizers, and desserts for the late afternoon gathering.

Squat mason jars are perfect dip bowls, especially if you?re on the go.

Remember the wine barrel Lazy Suzan our friend Kim picked up when Maaike introduced us to Newburyport? It was perfect as a cheese platter and the centerpiece of the coffee table.

The vintage soda crates I picked up on my first trip to Brimfield were the perfect way to tote the mason jars we used to serve the lemonade.

I made a pennant bunting for the cake which the bakery made to coordinate with the invites and flags for the cupcakes.

Time to cut the cake!

In addition to the red and yellow theme, we also wanted to make sure that we pulled in some elements from Maaike?s Dutch heritage as it?s very important to her. Tulips, her favorite flowers, were an obvious choice. As baby showers are mostly an American tradition, there aren?t really any Dutch baby shower traditions, however, there is a tradition of serving a special type of cookie called a beschuit met muisjes. With the help of Maaike?s mother, we were able to get our hands on some.

Another Dutch tradition is to write your wishes for a bride and groom and attach them to a tree branch at their wedding. While this wasn?t a wedding, we thought this would still be a fun thing to do by using paper flowers from Paper Source and writing our wishes for baby Harper.

Then it was spoil Maaike and Harper time!

Amy picked up a onesie from one of Maaike?s favorite shops in Key West, Besame Mucho.

Maaike?s niece offers a basket of favorite items that have been passed down through generations of their family?so sweet!

And our friend Jenny brought this beautiful ?Welcome Baby? lilac flower arrangement.

And lastly, we lined the front porch with potted daisies wrapped in tissue and raffia to send home with our guests.

WELCOME TO THE WORLD BABY HARPER!

You are one lucky little girl to have the most wonderful parents, and we all can?t wait to watch you continue to grow into the amazing person we know you?re destined to be!

Mali crisis plan teeters amid calls for PM's resignation

Mali's efforts to escape a post-coup crisis faced further upset Wednesday after key political parties called for the prime minister to resign days before a deadline to form a new unity government.

Interim Prime Minister Cheick Modibo Diarra has until July 31 to formulate a unity government which regional mediators demanded to deal with the deepening hold of hardline Islamists on the north, which they occupied four months ago.

But as Diarra -- an astrophysicist and American citizen -- cobbles together this new regime, a grouping of key political parties and civil society organisations on Tuesday demanded he step down.

"Three months after its formation, the transition government led by Cheick Modibo Diarra has only become bogged down in incompetence and amateurishness and Mali is only sinking deeper," the United Front for the Defence of the Republic and Democracy (FDR) said in a statement.

The FDR criticised his roadmap to escape the post-coup crisis as being vithout vision and "clearly concocted under the pressure of events and in which the burning priorities of the nation are scarcely in evidence".

The grouping notably accused Diarra of having "no strategy to free, through war or negotiation" the north of the country.

One of the parties in the FDR is the Malian Democratic Alliance, whose leader is president of the transition government Dioncounda Traore.

Traore has been in Paris for two months after being violently mobbed in his office by opponents to his appointment.

"Indeed, the ship is pitching," said an African diplomat based in Bamako on condition of anonymity.

"We are a number of countries in the sub-region who have observed the current transition government is struggling to resolve urgent problems."

Armed Islamist groups which security experts say are acting under the aegis of Al-Qaeda in the Islamic Maghreb, took advantage of a power vacuum after the March 22 coup to seize an area larger than France.

Since the formation of the 12-month transition government, the Islamists have only deepened their hold, implementing strict sharia law and destroying ancient World Heritage Sites in the city of Timbuktu.

The occupation has also led to the displacement of some 400,000 Malians, more than half of which are living in refugee camps in neighbouring countries, according to the UN refugee agency.

While Diarra's interim government's main task was to solve the northern crisis, it has made no headway.

The Economic Community of West African States (ECOWAS) ordered them to form a unity government uniting disparate political forces by July 31 or face suspension from the bloc.

ECOWAS wants to send a 3,000-strong military force to Mali, but is waiting for United Nations approval and a formal request from Bamako.

"It is up to the Malians to decide who must be their prime minister and the make up of their government," a source within the mediation team in Burkina Faso told AFP.

He added that mediators want Traore back in Bamako by July 31.

In Paris Ivory Coast leader and current ECOWAS chief Alassane Ouattara is due to meet French President Francois Hollande on Thursday as west Africa's biggest crisis looms large.

Regional heads of state will meet in Abidjan on Wednesday to examine a report by military experts who carried out an "audit" of the foundering Malian army to determine its needs.

"The situation in Mali is getting worse every day," Ivorian army chief Soumaila Bakayoko said at a ceremony opening the Abidjan meeting.

Diarra, who worked for the National Aeronautics and Space Administration (NASA) and was also the Microsoft chairman for Africa, is the son in law of Moussa Traore who became president of Mali after ousting a previous regime and ruled for 23 years until 1991.

Many in Mali see him as too close to the former putschists led by Amadou Sanogo, who has remained influential despite handing power over to a civilian government and has been accused of meddling in political affairs.

Human Rights Watch on Wednesday said at least 20 soldiers loyal to Mali's ousted government had disappeared at the hands of Sanogo's troops, and accuses them of torture and abuses against dozens of others, including journalists.

Word Lens review - great translations for single words

Word Lens review - great translations for single words

How well can an Android device translate text locally and in real-time?

Word Lens arrived on Android last month, promising the uncanny ability to translate text from a live camera feed from your device. The demo video would have you believe that simply pointing your phone's camera at a sign would magically recreate that sign on your display with fully translated text.

For $4.99, users get two-way translation between English and one language of choice: Spanish, French, or Italian. Anything beyond the first costs an extra $4.99 After the camera focuses on the text you're aiming to translate, a pause button allows users to capture the translated text with each word linked so that you can tap them and see alternate selections for the native word (in case the image recognition is wrong) and their translations. Simply holding down another icon enables users to view the original text and compare it to the translation.

Colorado shooting suspect appeared groggy in court

James Eagan Holmes, the man accused of killing 12 people in a movie theater in Colorado last week, appeared in court with orange hair, looking fatigued. Police are still searching for a motive in the case.?

The man accused of killing 12 people in a shooting rampage at a midnight showing of the new "Batman" film in a Denver suburb made his first court appearance on Monday, looking drowsy and emotionless, his unruly hair dyed shades of orange and red.

James Eagan Holmes, 24, who was arrested outside the theater immediately after the massacre, appeared groggy during the brief hearing, staring straight ahead and occasionally closing his eyes as if fighting off sleep. He was shackled at the wrists and ankles.

About 40 members of the victims' families were seated on the left side of the courtroom. One man seated in the front row of the gallery glared at Holmes throughout the proceedings.

When Arapahoe County District Judge William Sylvester asked Holmes a question, he remained expressionless and his attorney answered for him.

Police say he presented a far different figure last Friday when, dressed in a gas mask and body armor and toting three guns, he opened fire at a packed midnight show of "The Dark Knight Rises" at a theater complex in the Denver suburb of Aurora in the early hours.

The dead include war veterans, an aspiring sportscaster who had narrowly escaped a shooting in a Toronto mall earlier this summer and a 6-year-old girl.

The girlfriend of 24-year-old Alex Teves said he died while saving her life from the gunman in the confusion of the dark movie theater.

"He protected me. My baby didn't hesitate. I was very confused, and he didn't hesitate," a tearful Amanda Lindgren, also 24, told Reuters.

Fifty-eight other people were wounded and many of them have serious injuries.

Quiet High-Achiever?

Holmes, a former neuroscience student, also left his apartment booby-trapped with explosives that authorities said could have destroyed the apartment complex. They conducted a controlled detonation over the weekend.

Police say they are still searching for a motive for the crime, which baffled fellow students and acquaintances, and have asked for assistance from the FBI's behavioral analysis unit. They described Holmes, a native of San Diego, as a quiet high-achiever whose past gave little inkling that anything was amiss.

At the hearing the judge set a date of next Monday for formal charges to be filed.

Arapahoe County District Attorney Carol Chambers said she would consult with the wounded victims and families of the dead before making a decision on seeking the death penalty.

Chambers, who has prosecuted two of the three inmates now on Colorado's death row, told reporters outside the courthouse that the decision on the death penalty had to be made within 60 days of his arraignment, "so it's months down the line."
